Joe is a US Navy veteran who progressively acquired his over 30 years of professional experience leading numerous high-performance agencies such as the Department of Homeland Security (DHS), Department of Defense (DOD), Department of the Navy (DON) Military Healthcare Systems, and the Department of Veterans Affairs (VA).  His core competencies and full working knowledge areas include:  Federal Financial Management, Budgeting, Strategic Planning, Executive Management, Procurement and Acquisition Management, IT Project/Program Management, Healthcare Administration, and Government Regulations and Fiscal Law.


His most recent position prior to leaving the federal sector was the Chief of Finance at Department of Homeland Security (DHS), Cybersecurity and Communications (CS&C), National Protection and Programs Directorate (NPPD), in which he directed and managed a comprehensive financial planning, budget formulation, execution and accounting systems of over $1.2 billion annual operating budget.


Prior to DHS, he served as a Senior Budget and Acquisition Officer of a major IT Project formerly known as Core Financial and Logistics System (CoreFLS) for the Department of Veterans Affairs at the Central Office in Washington, DC.


He is a subject matter expert (SME) in Planning, Programming, Budgeting, and Execution System (PPBES) initiating budget cycle analysis, budget planning for congressional justification submission and presentation to OMB and Congress. He managed a comprehensive financial management, budgetary, accounting operations, including procurement, contract & acquisition.


He was recruited in the US Navy at Subic Naval Base, Philippines as enlisted (E1) and acquired a rank of a senior officer for his over 26 years of distinct military service.


He completed three (3) MBAs in various business and healthcare disciplines, including an Executive MBA in International Business; MBA in General Business Administration, and MBA in Health Care Administration, He also completed his undergraduate studies with a Bachelor degree in Health Care Administration.  He is a distinguished alumnus at the DOD Professional Military Comptroller School.


He currently resides in North Potomac Maryland with his wife Jean. He has three daughters and grandson Jefferson Theodore “Teddy.”  He loves to travel and enjoys playing golf on his spare time.
